O CBH-Pontal do Paranapanema e CBH-Médio Paranapanema implementaram a cobrança em 2018. O CBH-Alto Paranapanema possui sua proposta de implantação já aprovada por de Decreto estadual. O Estado do Paraná e a União ainda não tem implantada a Cobrança e encontram-se na fase de elaboração e aprovação dos seus Planos de Bacia. Em bacias que o usuário não é cobrado pelo uso da água observam-se valores inconsistentes de outorga, isso porque os concedidos usam essa ferramenta como reserva de mercado, pois não há incentivo à racionalização ou fiscalização.
