From the text, "Repeated outrages during 1914 and 1915 convinced far-sighted and hard-headed men of the fact that Germany had built up in this country a most efficient spy-system; that one of its main functions would be to throw the whole country into confusion, should we enter the war, and that no measures to accomplish this would be deemed too desperate or too diabolical." Illustrations include Fay's infernal machine for blowing up steamships, and Fay's infernal machine fastened on the rudder-post of a ship at left of the propeller blade. Doyle, who was awarded the Rhinelander Medal for extraordinary courage in saving human life, a scene of the traffic officer at Fifth Avenue and Forty-Second Street, a troop of mounted police, a bicycle ambulance, the Sixth Precinct Company of the Home Defense League, a scene of officers at the police training school learning wireless telegraphy, a floating station house, the inspectors and captains of the Junior Police, a company of police on duty as infantrymen, and an officer addressing truck-drivers.
