Edición muy rara de la que no se conoce ningún ejemplar en biblioteca pública espańola. El autor la publicó por vez primera en Filadelfia 1817 (un único ejemplar, en la Biblioteca de la Academia de Ciencias Políticas de Madrid), y la reimprimió otra vez en 1821, luego apareció esta edición mexicana que presentamos. Juan Germán Roscio Nieves (San Francisco de Tiznados, Estado Guárico, 27 de mayo de 1763-Cúcuta, Colombia, 10 de marzo de 1821) fue un abogado, periodista, escritor y político venezolano, fue redactor de La Gazeta de Caracas y director del Correo del Orinoco, primer canciller, jefe del ejecutivo durante la Primera República de Venezuela, inspirador y redactor del Acta de Proclamación de la Independencia (19 de abril de 1810), del Acta de la Independencia (5 de julio de 1811), del Reglamento Electoral para la elección del Primer Congreso; de la Primera Constitución, Presidente del Congreso de Angostura de 1819 y vicepresidente de la Gran Colombia. Roscio fue uno de los más importantes ideólogos de la independencia de Venezuela y principal protagonista de los acontecimientos ocurridos en Caracas el 19 de abril de 1810 al incorporarse como "Diputado del Pueblo" al Cabildo que se celebró ese día. Como miembro de la Junta Conservadora de los Derechos de Fernando VII, ocupó la Secretaría de Relaciones Exteriores. Durante este tiempo, sostuvo una incansable labor propagandística a favor de la emancipación, la cual desarrolló a través de la prensa, correspondencia epistolar y en sus declaraciones y discursos expresados en el Congreso Constituyente instalado el 2 de marzo de 1811, al cual asistió como diputado de la villa de Calabozo. Además fue el principal redactor del Acta de la Declaración de Independencia de Venezuela, firmada el 5 de julio de 1811. Participó asimismo en la elaboración de la Constitución de Venezuela de 1811, sancionada el 21 de diciembre de 1811. Roscio es considerado un precursor de la defensa de los derechos civiles y la lucha contra la discriminación en América. VI-278-III páginas. Roscio was a law graduate of the University of Caracas, joined the revolutionists in Venezuela in 1810, and was elected to congress in 1811. He helped form the Federal constitution and was appointed a member of the Federal executive. After being captured by the Spanish, he was sent to Cadiz. He regained his freedom in 1817 and went to Philadelphia, where this work was written. When he returned to Venezuela, he served as director of revenues, was elected to Congress, and was vice-president when he died. Book shows some edge wear, two small scuffs to front cover, foxing to preliminaries. No marks in book, pages clean, binding solid. A scarce copy. Text in Spanish. Third edition.
