The proposals listed and described in this pamphlet demonstrate a consistent element in Soviet foreign policy from the Ruussian Revolution to the present time. The list generally excludes bilateral proposals made by the USSR as part of the Warsaw Treaty Organization, though several such key initiatives are included. The list makes clear both the consistency and the variety of Soviet peace proposals.
