Tirage limité à 150 exemplaires numérotés à la presse (2/150).La première édition était parue en 1775, avec la fausse adresse de Genève, et fut d'ailleurs condamnée à être brûlée de la main du bourreau ; réédité en 1787, puis au moins 4 fois en 1788, l'ouvrage exerça une influence considérable sur le mouvement des idées politiques avant et après la convocation des États. Le Bordelais Guillaume-Joseph Saige (1746-1804), avocat et publiciste politique, ne doit pas être confondu avec son cousin Joseph Saige. S'inspirant librement des idées de Rousseau, il s'inscrivait nettement dans le courant de contestation de la réforme judiciaire du chancelier Maupéou, au sein du parti "patriote" dont il fut l'un des plus vifs pamphlétaires.
