Il rapporto, analizzati natura e volumi dei commerci interni da Nord a Sud e di quelli internazionali con Austria, Germania, Francia, Belgio, Olanda e Inghilterra, nonché i previsti movimenti e incassi, a paragone con altre principali ferrovie; nella terza e ultima parte affronta il capitolo delle spese di esercizio chilometriche e complessive, basandone il calcolo su lunghezza, pendenza e raggio di curva delle tre tratte Lucerna-Zug, Fiora-Biasca, e Biasca-Chiasso, movimento persone e merci, amministrazione, manutenzione. Gli AA. concludono affermando che il semplice reddito non basterebbe a coprire le spese di costruzione del Gottardo - così come non coprirebbe quelle per il Lucomagno, in quanto "solo quando una parte del capitale di costruzione venga offerto senza interesse, può l'altra parte venir adunata coll'aspettativa d'un equo dividendo". Ciò nonostante sono concordi nell'affermare che "tra i diversi compartimenti che possono tracciarsi intorno ai singoli passi delle Alpi sul dato delle minime distanze tra i primari centri del commercio, il dominio del Gottardo risulta assai più vasto di quello del Lucomagno". W. Schmidlin è anche autore di un'opera a favore della libertà commerciale, tradotta in italiano nel 1873, dal titolo Protezionismo doganale o libertà di commercio?".
