A Debate begun by Mr Benton and continued by Senator Foot about the selling off of public lands that caused a division and rankled delegates from this state. Some aging to paper at edges, otherwise VG. Octavo. *The Foot Resolution, proposed by Samuel Augustus Foot in the U.S. Senate in 1829, instructed the committee on public lands to look into the limiting of public land sale. The Jacksonian Democrats, who wished to encourage migration to the West, opposed the resolution; the New England manufacturing interests, who wanted a ready labor supply, supported it. When the Foot Resolution was introduced, the advocates of states' rights saw an opportunity to align themselves with the interests of the West. This touched off the dramatic debates between Robert Hayne and Daniel Webster.
