Le Père Richard Simon (1638-1712) fondateur de la critique et de l'exégèse biblique, né à Dieppe d'une famille modeste, fit ses études surtout chez les oratoriens de la ville. Étant entré à l'Oratoire provisoirement en 1659, puis définitivement en 1662, il fut ordonné prêtre en 1670. Il suivit avant son sacerdoce, des cours de philosophie, de théologie, d'écriture sainte, et lui-même il enseigna ; il se montra très indépendant de ses maîtres. Il publia divers écrits sur les Juifs ; parce qu'à eux avait été confié le dépôt de la tradition ; il ne voulait pas qu'on les calomnit, mais il critiquait fort leurs commen,tateurs de la Bible. En 1678 parut l'Histoire critique du Vieux Testament, le principal de ses ouvrages et qui a fait le plus de bruit dans lequel l'auteur annonçait que les auteurs de la sainte Ecriture « pour être prophètes n'ont pas cessé d'être hommes : « Le livre rencontre des adversaires chez les protestants et les catholiques : Bossuet fut sévère, Nicole et les jansénistes aussi. En 1683, l'ouvrage fut mis à l'index. En 1689, à Rotterdam, il fait paraître l'histoire critique du texte du Nouveau Testament ; il suffit dit-il que l'Ecriture soit inspirée quant à la substance ; on ne doit entendre par inspiration qu'une direction de l'Esprit saint qui a empêché les auteurs sacrés de tomber dans l'erreur. Il publie ensuite l'histoire critique des versions du Nouveau Testament, à nouveau contrariée par Bossuet.
