A major figure in the California and Los Angeles campaigns for public ownership of utilities, he was even more dominant in the quest for the initiative, referendum, and recall in the Golden State, where he is remembered as "the father of direct legislation". His legacy is not only the record of his reform achievements, it is also the Haynes Foundation, which to this day distributes the increasing fruits of his estate to further his interests in the improvement of government."
