The seventh of the ten strategic operations conducted by the Soviet armed forces that year, the operation successfully carried out the task of destroying German forces in northern Romania and taking Germany's Romanian satellite out of the war, and was the first step in Stalin's consolidation of a Balkan empire. The study, unlike many others in this series, is based only in part on materials published by the Soviet General Staff's historical section. Nonetheless, this and other material was written and published for the purpose of generalizing the experience of the war's experience for training commanders and staffs in the preparation and conduct of multi-front offensive operations. The study is divided into two parts. The first deals with the operation as a whole. This includes the preparations by the Second and Third Ukrainian fronts for launching the operation. This includes an overall strategic appreciation of the situation as it obtained by the summer of 1944 and the Stavka's instructions for carrying out an operation along the southern strategic direction. This is followed by a minute examination of the two fronts' plans for organizing and exploiting a breakthrough of the enemy front, as well as the individual army commanders' plans for their own sectors. The study concentrates on such standard operational indices as the length of the attack front, the density of forces along the breakthrough front, the echeloning of forces for the attack, and cooperation among the combat arms. Whereas the first part offers an operational-strategic overview of the operation, the second is firmly focused at the tactical-operational level. This study is actually a doctoral dissertation dealing with the Third Ukrainian Front's 37th Army, which played the leading role in the front's offensive across the Dnestr River, from where it subsequently linked up with the Second Ukrainian Front's forces to encircle the German Sixth Army. Many of the operational indices highlighted in the first part are repeated here in even greater detail. The successful conclusion of the Iasi-Kishinev operation destroyed the German position in the Balkans and laid the groundwork for the Red Army's subsequent advance into Hungary and Central Europe. The Battle of the Dnepr: The Red Army's Forcing of the East Wall, August-December 1943, details a critical period in the Red Army's advance along the southwest strategic direction during the general offensive that followed the fighting in the area of the Kursk salient in July-August 1943. The Germans, who were now on the strategic defensive in the East, sought to fall back and consolidate their front along the line of the Dnepr River. The Red Army's success in overturning these expectations along this particularly important sector is the subject of this study. This is a composite work based upon three studies carried out by the Red Army General Staff's military-historical directorate, which was charged with collecting and analyzing the war's experience. The first is a lengthy internal document, dating from 1946, which was eventually published in Russia in 2007, although heavily supplemented by commentary and other information not contained in the original. The present work omits these additions, while supplying its own commentary in places deemed necessary. Two short articles from another publication round out the collection. The book is divided into two parts. The first deals with the efforts by General N.F. Vatutin's Voronezh (later renamed First Ukrainian) Front to exploit the Soviet victory during the battle of Kursk and to carry the war to the Dnepr River and beyond. This involved pursuing the retreating Germans and attempting to seize crossings over the Dnepr in the Kiev area before the Germans could get across and consolidate their position. Although they were able to seize several small footholds, the Soviets were unable at first to expand them to bridgeheads of operational significance. By shifting their efforts to the bridgehead north of Kiev, the Soviets were eventually able to break out and capture Kiev, although a German counterattack from the Zhitomir area threw them back somewhat. Nevertheless, by the end of the year the Red Army in this area was ready to resume the offensive to retake the Ukrainian right bank. The two articles, which comprise the second part, cover the combat operations of General I.S. Konev's Steppe (later renamed Second Ukrainian) Front through Poltava and Kremenchug and to cross the Dnepr and seize bridgeheads south of Kiev. The Budapest Operation (29 October 1944-13 February 1945): An Operational-Strategic Study examines in detail the Red Army's operations on the approaches to Budapest and the city's ultimate capture following a long siege. The first part of the study deals with the Red Army's arrival in central Hungary, following the successful conduct of the Iasi-Kishinev operation in late August 1944 and the subsequent development of the offensive through Romania, Bulgaria and eastern Yugoslavia. By mid-October the Soviets were poised to continue the offensive into Hungary and its capital of Budapest, the capture of which would clear the path for a subsequent advance into Austria and southern Germany. This study examines the rapid advance to the outskirts of Budapest, where stubborn German-Hungarian resistance forced them to halt, after which the Soviets sought to surround the city, finally closing the ring at the end of December. Also examined are the Germans' repeated attempts to break the siege by launching several counter-offensives to the west and south of the city. However, these were all beaten back in heavy fighting and the enemy garrison was forced to capitulate on 13 February. This study also devotes considerable attention to the combat arms (artillery, tanks and mechanized forces, aviation, and engineering troops) during the operation. The other study is an internal General Staff Academy document dealing with the activities of the Third Ukrainian Front during the Budapest operation. Throughout the greater part of the operation the Third Ukrainian Front played a decidedly secondary role, charged with protecting the flank of the Soviet advance through Yugoslavia and Hungary, with the Second Ukrainian Front slated to receive the accolades for taking Budapest. However, the bitter enemy resistance along the approaches to Budapest gradually forced the Soviet high command to increasingly shift its efforts to the right bank of the Danube River, first to help in isolating the Budapest garrison inside the city, and then to fend off repeated German counter-offensives to relieve the city. It was the Third Ukrainian Front's successful repulse of these efforts that enabled the Soviets to finally bring about the garrison's capitulation and the end of the operation. AUTHOR: Richard W. Harrison earned his undergraduate and master's degrees from Georgetown University, where he specialized in Russian area studies. He later earned his doctorate in War Studies from King's College London. He also was an exchange student in the former Soviet Union and spent several years living and working in post-communist Russia. Harrison has worked for the US Department of Defense as an investigator in Russia, dealing with cases involving POWs and MIAs. He has also taught Russian history and military history at the college and university level, most recently at the US Military Academy at West Point.Harrison is the author of two books dealing with the Red Army's theoretical development during the interwar period: The Russian Way of War: Operational Art, 1904- 1940 (2001), and Architect of Soviet Victory in World War II: The Life and Theories of G.S. Isserson (2010). He is also the translator and editor of The Battle of Moscow 1941-1942: The Red Army's Defensive Operations and Counter-Offensive Along the Moscow Strategic Direction (2015). The study languished for more than a half-century, before being published in Russia in 2006, although heavily supplemented by commentary and other information not contained in the original. The book is divided into two parts, dealing with the defensive and offensive phases of the battle, respectively. The first begins with a strategic overview of the situation along the Eastern Front by the spring and summer of 1943 and the Soviet decision to stand on the defensive. This is followed by a detailed examination of the Central Front's efforts to counter the expected German attack out of the Orel salient, and the Voronezh Front's attempts to do the same against the German concentrations in the Belgorod-Khar'kov area. The rest of this section is devoted to an exceedingly detailed day-by-day, tactical-operational account of the struggle, particularly along the southern face of the salient, where the Germans came closest to succeeding. The second part will be more of a revelation to the Western reader, who is likely to be more familiar with the defensive phase of the battle. Here the authors once again, in great detail, lay out the Red Army's preparations for and conduct of a massive counteroffensive to clear the Orel salient, which soon degenerated to a grinding struggle, which while ultimately successful, cost the Soviets dearly. Likewise, the authors detail the Voronezh Front's preparations to reduce the Belgorod salient and seize the industrial center of Khar'kov.
