Sie verfolgt einen akteurszentrierten Ansatz unter Berücksichtigung der temporären Handlungslogiken der relevanten Akteure vor dem Hintergrund der innenpolitischen Lage Somalias sowie der neuen geopolitischen Konstellation nach dem Ende des "Kalten Krieges". Zunächst erfolgt ein Überblick über die somalische Clanstruktur, dem entscheidenden Faktor für die historischen und aktuellen Konfliktlinien, sowie eine Hinführung zum Ogaden-Krieg 1977/78, der für die Region im Allgemeinen und Somalia im Speziellen eine zentrale Wendemarke war. Darauf aufbauend, analysiert die Arbeit die neuen innen- und außenpolitischen Interessenkonstellationen nach dem Ende des Ogaden-Krieges. Dabei wird dargestellt, wie bestehende innersomalische Clan-Rivalitäten begünstigt durch regionale und geopolitische Entwicklungen verstärkt ausbrachen und in den 1980ern zu einem offenen Bürgerkrieg führten. Vor diesem Hintergrund erfolgt die Analyse der Interventionen UNOSOM I, UNITAF und UNOSOM II in Somalia. Dabei wird gezeigt, welche Rationale der zentralen lokalen und internationalen Akteure einen Einfluss auf den Politikwechsel und das verstärkte Eingreifen der USA hatten, das den Beginn einer neuen Generation der Peace-keeping Operationen bedeutete und den entscheidenden Rahmen für UNITAF und UNOSOM II bildete. Es wird nachgezeichnet, wie sich die US-geführten UNITAF und UNOSOM II bedingt durch eine Verknüpfung von mangelnder Berücksichtigung lokaler Dynamiken und eigenen ¿ teilweise persönli-chen ¿ Handlungslogiken in eine fehdenartige Auseinandersetzung mit dem Kriegsherrn Mohammed Farah Aideed hineinziehen ließen und wie die UN damit faktisch zu einer Kriegspartei wurden. Die Arbeit zeigt, wie das externe Eingreifen in eine kaum zu erfassende lokale Konfliktkonstellation in Verbindung mit dem geschickten Vorgehen lokaler Akteure dazu führte, dass UNOSOM II an Ansehen in der somalischen Bevölkerung verlor, zunehmend als Feind angesehen wurde und schließlich scheitern musste.

He argues that the communists' sudden switch to a multi-partyapproach at the end of the war was a tactical move inspired not by a desire for compromise but by the mistaken belief that they could win political hegemony - and the chance to introduce socialism throughout Germany - through the ballot box.Communist optimism, as this book shows, rested on specific assumptions about the situation after the war, all of which revolved around the prospect of political instability and social unrest in West Germany.
