Based on the concept of 'Spoilers' and their main motives as outlined by Schneckener (2003), it provides a mapping of the main actors in stateless Somalia and analyses their respective motives. As a result, this paper argues that the behavior of the main actors in Somalia is completely rational. The two main motives out of which the actors involved have spoiled peace processes in the past reflect the basic dichotomy that has been discussed in recent literature concerning intra-state wars. The most important reason for spoiling peace processes in Somalia is greed, which applies mostly to local warlords and businessmen as well as to international companies. To a lesser degree also neighboring countries are affected by greed. The second important motive is grievance; which affects mostly neighboring countries as external actors, and - to a lesser degree - 'separatist' actors from the northern autonomous regions of Somalia. Two other motives - 'creed' and 'autism of violence' are not as important, but also play a distinct role for some actors, in the first case foremost for members of local militias, in the latter case for the 'separatist' regions. Based on the detailed analysis, this paper provides a summary mapping of the relevant actors according to their predominant motives. It concludes with some strategies on how to deal with the different Spoilers in the Somali context.

Der Fokus liegt dabei auf der Analyse der punktuellen Interessenkongruenzen der entscheidenden internen (Somalia und Äthiopien) und externen (USA und Sowjetunion) Akteure vor dem Hintergrund des Kalten Krieges und damit auf der Erklärung der effektiven Ereignisse durch die Verknüpfung lokaler Interessen der beiden regionalen Hegemonialmächte mit den geostrategischen Ziele der Supermächte. Zunächst erfolgt neben den historischen Grundlagen eine Beschreibung der Ausgangssituation und der bestehenden Partnerschaften bis zum Ende der 1960er / Beginn der 1970er Jahre, sowie der Gründe für die sich verändernden Konstellationen nach den Militärputschen 1969 (Somalia) und 1974 (Äthiopien). Zentral sind die Ereignisse 1977 / 78 mit der Machtübernahme Mengistus, dem Ogaden-Krieg zwischen Somalia und Äthiopien und dem damit verbundenen 'Reversal of Alliances', dem 'Wechsel' der lokalen 'Counterparts' zwischen den Supermächten. Die Arbeit zeigt, dass die Ereignisse während dieser Phase anhand der temporären / punktuellen Interessengleichheiten zwischen den beteiligten Akteuren erklärt werden können. Gleichzeitig argumentiert sie, dass ab Ende der 1960er Jahre nicht immer eine stringent umgesetzte strategische Planung der Supermächte konstatiert werden kann. Vielmehr waren phasenweise die Einschätzungen und Handlungen interner Akteure (v.a. Siad Barres) entscheidend für den Fortgang der Ereignisse, und seitens der Supermächte kann teilweise eher ein situatives Reagieren und Ergreifen von Gelegenheiten vermutet werden.

Sie verfolgt einen akteurszentrierten Ansatz unter Berücksichtigung der temporären Handlungslogiken der relevanten Akteure vor dem Hintergrund der innenpolitischen Lage Somalias sowie der neuen geopolitischen Konstellation nach dem Ende des "Kalten Krieges". Zunächst erfolgt ein Überblick über die somalische Clanstruktur, dem entscheidenden Faktor für die historischen und aktuellen Konfliktlinien, sowie eine Hinführung zum Ogaden-Krieg 1977/78, der für die Region im Allgemeinen und Somalia im Speziellen eine zentrale Wendemarke war. Darauf aufbauend, analysiert die Arbeit die neuen innen- und außenpolitischen Interessenkonstellationen nach dem Ende des Ogaden-Krieges. Dabei wird dargestellt, wie bestehende innersomalische Clan-Rivalitäten begünstigt durch regionale und geopolitische Entwicklungen verstärkt ausbrachen und in den 1980ern zu einem offenen Bürgerkrieg führten. Vor diesem Hintergrund erfolgt die Analyse der Interventionen UNOSOM I, UNITAF und UNOSOM II in Somalia. Dabei wird gezeigt, welche Rationale der zentralen lokalen und internationalen Akteure einen Einfluss auf den Politikwechsel und das verstärkte Eingreifen der USA hatten, das den Beginn einer neuen Generation der Peace-keeping Operationen bedeutete und den entscheidenden Rahmen für UNITAF und UNOSOM II bildete. Es wird nachgezeichnet, wie sich die US-geführten UNITAF und UNOSOM II bedingt durch eine Verknüpfung von mangelnder Berücksichtigung lokaler Dynamiken und eigenen ¿ teilweise persönli-chen ¿ Handlungslogiken in eine fehdenartige Auseinandersetzung mit dem Kriegsherrn Mohammed Farah Aideed hineinziehen ließen und wie die UN damit faktisch zu einer Kriegspartei wurden. Die Arbeit zeigt, wie das externe Eingreifen in eine kaum zu erfassende lokale Konfliktkonstellation in Verbindung mit dem geschickten Vorgehen lokaler Akteure dazu führte, dass UNOSOM II an Ansehen in der somalischen Bevölkerung verlor, zunehmend als Feind angesehen wurde und schließlich scheitern musste.

Sie beschreibt die aktuelle sicherheitspolitische Lage in der Region sowie die Entstehung und die Funktionsweise der regionalen Sicherheitsorganisation IGAD. Darauf aufbauend, analysiert sie die Grundlegenden strukturellen Probleme der IGAD. Dabei zeigt sie auf, dass sowohl neoliberale ('interest based') als auch neorealistische ('power based') Regimetheorien auf IGAD nur in sehr geringem Maße anwendbar sind und belegt dies an dem aktuellen Beispiel der IGAD-Friedensprozesses im Sudan. Auf dieser Grundlage schließt die Arbeit mit einem kritischen Ausblick auf die zukünftige Rolle der IGAD und einigen Hinweisen auf mögliche anstehende Entwicklungen. 28 pp. Deutsch.
