Wyman's conception was remarkable for its day. At the end of the nineteenth century, many scholars, including Wyman's colleagues at Harvard Law School, identified law with judicial decisions. But Wyman, writing a mere three years after his graduation from and subsequent appointment to the faculty of Harvard Law School, did not focus on 'the external law of administration' imposed by courts, but rather mined 'internal administrative law' created by agencies as the 'real subject' of inquiry and source of administrative legality." --Kevin M.
