Bestandteil des Auftrages war eine Schwerpunktuntersuchung zum Thema: "Der Einfluß der gesamtwirtschaftlichen Nachfrageaggregate auf die Produktions- und Beschäftigungsstruktur - eine quantitative Analyse auf der Grundlage der Input-Oulput-Tabellen des Statistischen Bundesamtes im Zeitvergleich." Eine differenzierte Analyse der Maschinenlaufzeiten zeigt, daß die Behauptung vergleichsweiser kürzerer Anlagenutzungszeiten in Deutschland methodisch und empirisch äußerst umstritten ist. Anhand eigener ökonometrischer Simulationsstudien werden die gesamtwirtschaftlichen Effekte der Arbeitszeitverkürzungen zwischen 1985 und 1990 ermittelt. Der zurechenbare Beschäftigungseffekt dürfte in diesem Zeitraum bei 700 000 Personen gelegen haben, wobei nicht nur neue Stellen geschaffen, sondern auch alte durch die Arbeitszeitverkürzungen gesichert wurden. Neben den Wirkungen, die die Verkürzungen der Wochenarbeitszeit auf die sozialen Sicherungssysteme hatte, werden auch die Effekte der Veränderungen der Lebensarbeitszeit analysiert.Im Schlußkapitel werden neben einer Zusammenfassung Erwägungen zu einer zukünftigen Arbeitszeitpolitik vorgestellt.
