Collection des 9 premiers mémoires parus en livraisons sur les 18 que compte la collection complète achevée en 1789.Le comte Claude Antoine de Thelis, économiste et philanthrope né dans le Forez vers 1730 et mort vers 1790, embrassa l'état militaire tout en passant une partie de l'année dans ses terres à s'occuper d'améliorer le sort de ses vassaux. Il publia en 1779 un Plan d'Éducation nationale en faveur des pauvres enfants de la campagne : après avoir exposé quelques expériences personnelles ayant pour objectif de décharger les paysans de la corvée, Thélis, qui se penche particulièrement sur le malheureux sort des « journaliers », expose un plan d'éducation « citoyenne et militaire », destiné à rendre leurs enfants bons soldats ou bons cultivateurs. Louis XVI approuva ce plan et lui fit remettre une somme pour les frais de premier établissement. Ce fut dans le village d'Issy, que Thélis fonda son école pratique composée d'abord de vingt-quatre orphelins. Il put en recevoir un plus grand nombre les années suivantes ; et malgré les critiques dont on ne cessait de l'accabler, il la soutint jusqu'en 1787 ; alors il fut obligé de l'abandonner. Surpris d'avoir rencontré tant d'opposition à des vues dont l'utilité lui paraissait incontestable, il se retira dans une de ses terres, où il mourut découragé et complètement oublié vers 1790. En 1781, Thelis publia une deuxième édition du Plan d'Éducation nationale en guise de premier numéro des Mémoires concernant les Écoles Nationales. Parmi les auteurs des mémoires suivants - collaborateurs du comte de Thelis pour la plupart restés anonymes - on relève les noms de Jean-François Antoine Brun de Rostaing ou Mr. de Bruni (troisième mémoire avec son propre titre : Nouvelles vues sur l'éducation), Armand-Joseph de Béthune duc de Charost (cinquième mémoire) et de l'abbé Jean-Louis Soulavie (sixième mémoire).« Il est intéressant de rechercher à quel moment les expressions d' « éducation nationale », d' « écoles nationales », ont été employées pour la première fois dans notre langue. Ce n'est pas, comme on serait porté à le croire, la Révolution qui a créé ces termes : déjà vers le milieu du dix-huitième siècle les écrivains du parti philosophique avaient commencé à parler de la nation, de ses droits, de ses besoins, et l'adjectif national était devenu, grâce à eux, d'un usage courant. La Chalotais a le premier, croyons-nous, associé ce dernier mot à celui d'éducation : son Essai d'éducation nationale est de 1763.
