The interplay of the two approaches is an interesting phenomenon. Kenya, then a country surrounded by many others in conflict was peaceful. It made several attempts to mediate her neighbours' conflicts between 1985 and 2005. It is not easy and conclusive to suggest whether Kenya's participation was entirely a regionally backed effort or entirely a state approach.
