Somit wurde in erheblichem Umfang eine Mehrfachregulierung geschaffen, deren Wirkung auf dem durch wenige marktmächtige Unternehmen geprägten Energiemarkt durch die Einführung des Emissionshandels in Frage gestellt wird. In der vorliegenden Untersuchung wird die Wirkung des Emissionshandels auf die herkömmlichen Instrumente mit Hilfe theoretischer und quantitativer Modelle analysiert. Die Ergebnisse zeigen den entscheidenden Einfluss des Emissionshandels für die Wirkung der übrigen Instrumente. Ist nämlich die Höhe der Emissionen durch den Emissionshandel vorgegeben, so tragen weitere Politiken nicht mehr zur Reduktion der Klimagase bei. Weitere Gründe für Mehrfachregulierung können das Marktversagen im Bereich technologischer Entwicklungen und der Missbrauch von Marktmacht sein, deren Einfluss auf die Wirkung der Instrumente in dieser Arbeit besondere Berücksichtigung findet. 128 pp. Deutsch.
