This composite volume bringing together three official publications issued under the authority of Captain General Geronimo Valdés during his Cuban governorship (1840-1843), forming a coherent corpus of colonial administration, police regulation, and demographic accounting. Gerónimo Valdés Noriega y Sierra (1784-1855), later Conde de Villarín, was a Spanish military officer and colonial administrator who served as Captain General of Cuba from 1840 to 1843. His governorship was marked by administrative centralization and police reform, culminating in the promulgation of the Bando de Gobernación y Policia de la Isla de Cuba (1842), the principal legislative act of his tenure (Urquijo Goitia, 2012). The Bando is a comprehensive island-wide codification of government and police regulation. Conceived as a systematic compilation of previously dispersed edicts, grounded in the Recopilación de Indias and intended for uniform application across the island from 1 January 1843. The volume is structured in three major parts: a general code of 261 articles regulating religion and public morals, public order, health and sanitation, urban and rural life, commerce and trades, movement and surveillance of persons, civilian obligations, and enforcement; a distinct Reglamento de esclavos para Cuba (48 articles), widely regarded as the only formal slave code in force in Cuba at the time, governing labor, discipline, provisioning, housing, mobility, punishment, family life, coartación (self-purchase), and manumission; and an Instrucción de Pedaneos (56 articles) defining the appointment, authority, duties, and accountability of local rural police officials (Castellanos Rubio, 2018; Matilla Correa, 2011). Bound with it is the Apéndice al Bando (1842), an integral supplement assembling a set of separate regulations already in force that were necessary for the day-to-day application of the new police and administrative framework but too specific to be incorporated into the general articles. The appendix includes regulations on communal livestock enclosures, slaughterhouses, land surveyors, runaway enslaved persons (cimarrones), license fees, medical and related professions, public appraisers, burials, and vagrancy. The volume further includes the Resumen del Censo de Población a fin del año de 1841, the official printed summary of the Cuban population census approved in 1840 and executed during 1841 by a special commission under the authority of the Captain General. Preserving aggregated results, it records Cuba's permanent population as exceeding one million inhabitants for the first time. The folding table, Estado general, classifies the population by legal status and color, distinguishing whites, free people of color, and enslaved people, with further subdivisions into pardo and moreno. Compared with earlier Cuban censuses, which were largely descriptive tallies, the 1841 census reflects a more systematic and standardized administrative approach, with clearly defined categories and centralized coordination. The tables show that people of African descent-many of them enslaved-comprised nearly half of the population, with slavery heavily.
