"The story of Himachal Pradesh, its formation, enlargement in size and, finally, its emergence as a full-fledged state is founded on the abiding faith of the people. The edifice that has been built brick by brick with loving care is a living tribute to them. "One of the dominant phases of the state's history is the integration of the 30 odd princely states into India. After integration, democracy was institutionalised here in 1951, when the area became a part 'C' state endowed with a legislature and a council of ministers. Soon it was swept away before the whirlwind let loose by the reorganisation of the states in 1956. At the end of a seven-year long peaceful political struggle the territory witnessed the revival of the legislature in 1963. In the meantime the people were made to experiment with territorial council--an archaic form of self-government machinery. It was after an exceptionally long period of probation that the state eventually was born as a federating unit of the union. "This book, giving a chronological account of the struggle which the people had to wage first to free themselves from the feudal domination and then to win the appurtenances of democracy, has appeared not a day too soon.
