L'ouvrage fait évidemment suite à la banqueroute des deux tiers de la dette publique, décidée par le Directoire et mise en oeuvre par la loi du 9 Vendémiaire an VI [30 septembre 1797], qui décida que les créances sur l'État ? à savoir, tous les emprunts et titres obligataires ? et les rentes seraient remboursées à concurrence des deux tiers de leur capital en bons du Trésor national admis en paiement des impôts ou de biens nationaux, le tiers restant, consolidé, étant inscrit au grand-livre de la Dette publique.
