Deze publicatie, uitgegeven in 1830 door de Maatschappij tot Nut van 't Algemeen, behandelt het verschijnsel sluikerij (smokkelhandel) als een ernstig maatschappelijk en moreel probleem. Het geschrift verscheen te Amsterdam bij Van Munster en Van der Hey en maakt deel uit van de opvoedkundige en beschavende publicaties waarmee het Nut brede lagen van de bevolking wilde bereiken.

In 1823 was hij oprichter van het Ned. Genootschap tot zedelijke verbetering der gevangenen, samen met L.J. Nierstrasz en W.H. Warnsinck. Op Suringars aanstichting werd in Nederland het cellulaire stelsel ingevoerd. Ook was hij oprichter van de landbouwkolonie Ned. Mettray, in 1851, een toevluchtsoord voor verwaarloosde jongeren. Het hier aangeboden boek wordt wel gezien als een der vroegste reclasseringsgeschriften. De teksten in dit boek dateren uit de jaren 1828 tot 1838.
