The ordinance was a response to the perceived shortcomings of the existing school system and aimed to establish a more rigorous and comprehensive curriculum. Frischlin's plan sought to reorganize the school into five classes and outlined specific guidelines for each. It mandated teachers to adhere strictly to the guidelines and hold students to a high standard of conduct both inside and outside the classroom.
