In The Soviet Naval Offensive a naval officer examines the revolutionary shift in Soviet naval strategy from mere traditional coastal defense to a deep-water, high-seas offensive. Admiral Wegener draws the distinction between true sea power, which come into play only in war, and the much more easily acquired maritime power, which can be possessed by nearly any country rich enough to buy fighting ships.
