For 250 years the James River divided Richmond on the north bank from Manchester on the south. There were toll ferries and toll bridges. These ordinances date from the period between the time Manchester became an independent city in 1874 and 1910 when the city of Richmond annexed Manchester. ~~"Embracing all Ordinances of a General Nature Down to October 1, 1904."
