Confederate States of America, War Department, Richmond, Va., Jan. 27, 1864, [relative to the "domestic passport system" enforced upon citizens travelling in some parts of the Confederate States outside of the lines of the armies. Transmitted by] MESSAGE OF THE PRESIDENT, February 8, 1864. 9pp, paste-fastened pamphlet bearing the oval "Rebel Archives" stamp (legible with great difficulty), paste has left a blotchy stain, outer fold is split 3 inches, mildly toned, very good. Parrish & Willingham 2278. Seddon observes, citing a report by Winder, that this "report shows the manner in which the system was introduced into Richmond, and the causes which led to its further development in this city. In other cities and towns of the Confederacy, it has been under the control and direction of the military authorities, and its supervision has been, commonly, entrusted to provost marshals. Its development through the country was probably due to the proclamations for the suspension of the writ of habeas corpus, and the necessity of providing measures to restrain stragglers and deserters" Terminal page consists of a longish table of "Employees in the Provost Marshal and Passport Offices." This Confederate Imprint is one of more than 100 recently acquired, most with 'Rebel Archives' stamp on the cover, indicating that these were the actual copies seized by the Union Army at the end of the Civil War.
