Le PCP (m-l), dirigé par Eduino Vilar (alias Heduino Gomes), et son "organisation de masse" l'Alliance Ouvrière-Paysanne, dirigée par Guinote, maoïstes de stricte observance, furent les seules organisations portugaises se revendiquant du marxisme-léninisme à être reconnues par Pékin, toutes deux considérant que l'ennemi principal n'était pas l'impérialisme américain mais le social-impérialisme de l'Union Soviétique, et estimant que le social-fascisme de Cunhal était devenu plus dangereux que ce qui subsistait du fascisme salazariste. Le PCP(m-l) s'allia dès lors avec le Parti Socialiste Portugais PSP et le Parti Populaire Démocratique - PPD représentant la bourgeoisie libérale de centre-gauche.
