Le PCP (m-l), dirigé par Eduino Vilar (alias Heduino Gomes), et son "organisation de masse" l'Alliance Ouvrière-Paysanne, dirigée par Guinote, maoïstes de stricte observance, furent les seules organisations portugaises se revendiquant du marxisme-léninisme à être reconnues par Pékin, toutes deux considérant que l'ennemi principal n'était pas l'impérialisme américain mais le social-impérialisme de l'Union Soviétique, et estimant que le social-fascisme de Cunhal était devenu plus dangereux que ce qui subsistait du fascisme salazariste. En décembre 1974, une fraction du Parti Communiste du Portugal (marxiste-léniniste) - PCP(m-l), dirigée par Mendès, fonde avec l'organisation "de masse" du PCP(m-l) dénommée Alliance Ouvrière -Paysanne AOP (le PCP(m-l), dirigé alors par Heduino Gomes (dit Eduino Vilar), et l'AOP, dirigée par Guinote, se distinguent des autres groupes se revendiquant du marxisme-léninisme par leur soutien inconditionnel aux positions chinoises et sont les seuls à être reconnus par Pékin), le Parti d'Unité Populaire PUP, lequel, après les élections de 1975, reprend le nom de Comité Marxiste-Léniniste Portugais CM-LP, l'organisation créée en mars 1964 par Francisco Martins Rodrigues. Fin 1975, le CM-LP fusionne avec l'Organisation Communiste Marxiste-Léniniste Portugaise OCMLP et d'anciens militants de l'Organisation pour la Reconstruction du Parti Communiste (marxiste-léniniste) - ORPC(m-l) les rejoignent pour former le Parti Communiste Portugais (Reconstruit) - PCP(R) lors du Congrès de reconstruction du Parti Communiste Portugais qui a réuni 163 délégués à Lisbonne du 27 décembre 1975 au 5 janvier 1976.
