Condition: Very good. Washington, DC: circa [1930]., [1930]. Very good. - 9 words penned on a sheet of creamy white 8-3/8 inch high by 5-1/8 inch wide watermarked paper. A few words of thanks addressed to future congressman Seymour Halpern, then a young autograph collector, signed "Henry C. Rowland". There are a couple of tiny i…nk spots to the bottom of the page and the note is folded vertically near the right edge. Very good. Henry Cottrell Rowland [1874-1933] was an American author born in New York City. Among his books were "Across Europe in a Motor Boat", "The Magnet", "The Peddler" and "In the Service of the Princess. The Queens, New York Republican Congressman Seymour Halpern (1913-1997) started his political career as a campaign aide to New York's powerful mayor Fiorella La Guardia and first served in New York's State Senate for 14 years before seeking a seat in the U.S. Congress. In Albany Halpern sponsored 279 bills that became law, including measures on schools, housing, civil rights, nutrition and mental health. A Liberal, he was something of an anomaly as the lone Republican representative from New York City, and generally garnered support from Labor Unions and endorsement from the Liberal Party. Yet he never even considered switching parties as he considered membership in the Republican Party a family tradition and commitment. While he found ample time for his private pursuits, including painting and collecting autographs, he took his legislative duties very seriously. Of these, he was proudest of his co-sponsorship of the 1964 Civil Rights Act and of the original 1965 Medicare legislation.

[16] pages, including 6 full-page color illustrations. Also with black-and-white textual illustrations. Near fine. In the introductory essay, William Zimmer writes about Peck's "r…e-paintings", a technique which the artist describes in a brief note: "The paintings named 'Re-Paintings' are oil paint on canvas, or linen, which has been prepared on both sides. One side is painted on, and then this painted surface is cut up. The cuttings in turn are pressed-placed into wet oil paint which has been put down on another stretched canvas, or linen surface. What interests me is the eventual communion of the two becoming one."Laid in is an autograph note penned in black ink on a cream card, sending the catalog to a Mr. Walter. The card is signed "Best regards" / George Peck".
