Suit un très long rappel de la situation intérieure et internationale de l'époque, qui se conclut brutalement par : "De bonne foi, peut-on comparer à ces tems déplorables les circonstances dans lesquelles on se trouve aujourd'hui, où le gouvernement se distingue par autant de modération que d'équité, par autant de justice que de patriotisme ?"
