It is very perplexing, if not alarming, for the man in the street and the woman in the home to be told, from day-to-day, that the legislation is revolutionary and the administration is dictatorial, And that the constitution is being superseded by a new order of things and must be given up. Official and political pronouncements of this kind are not justified by the facts and are not necessary for practical and legitimate leadership. The true American spirit would better be engaged in honest efforts to find in the sequence of events, not a revolution or a devolution, but a natural, and it may be, a necessary and a desirable evolution of our constitutional government. It is, of course, always permissible and sometimes very desirable to contend that particular matters of legislation are unconstitutional. This is an error to be corrected by the Supreme Court. But that is entirely different from saying with reckless abandon that such enactments are revolutionary. It is of course permissible to urge that certain administrative activities are illegal and impolitic, which are matters to be attended to, primarily by the chief executive and the courts, and ultimately by political processes; But that is entirely different from saying that such activities are dictatorial.
