Comme telle, elle ne saurait être changée que par une autre loi, un nouvel acte de la voluntas populi. Si le texte peut recevoir des amendements, cest avant le vote populaire, comme la montré Cl. Nicolet. On peut certes prendre quelque distance dans son application pour les relations internationales, si on suit les fines analyses que H. Braunert a récemment données du Pro Balbo. Limmagine che di Messalina proviene traverso i secoli è fosca, anzi disgustosa. Il nome stesso di lei ha ormai il sapore viscido della dissolutezza e della perversione. Certo, è possibile che la sua memoria sia stata avvelenata dalla denigrazione dei suoi molti nemici, a cominciare dallastuta e feroce Agrippina minore, che le successe come moglie di Claudio e ne sacrificò il figlio Britannico alla successione imperiale del figlio proprio, Nerone. È possibile e, manco a dirlo, vi è stato qualcuno che lo ha sostenuto. Ma quali gli indizi, anche minimi, che rendano probabile questa tesi?
