One of the acts provided for the building and funding of a state penitentiary near Nashville, another accounted for the extensive reform of penal laws, another "more effectually [provided] for emancipating slaves" ("Executors or administrators to emancipate slaves when so directed by the Will -- if they neglect, slaves may petition by their next friend, to give security as heretofore"), and a fourth provided for the founding of a state medical society.
