An act designed to expand the crown's ability to raise additional militia forces, specifically to fight against the American revolutionaries ("it might be of great public utility, that the militia of this Kingdom should be drawn out, embodied, and employed as aforesaid, upon occasion of the present Rebellion in America, or of any Rebellion that may hereafter arise in any of the Dominions of the Crown of Great Britain").
