The first report to consider whether midwives should be registered and certified to practise. This item is scarce, with WorldCat and Library Hub recording only four institutional holdings: the Wellcome Library and the University of Southampton in the UK and the Library of Congress and Harvard University in the US. Midwifery was not legally regulated in Britain until the 1902 Midwives Act; nevertheless, a large number of those practising as midwives still did not receive adequate formal training until the 1936 Midwives Act secured their professional recognition. This report is an essential chapter in the professionalization of midwifery and offers "a wealth of evidence on attitudes to midwifery, on recommendations for increasing the time spent on teaching midwifery, and on the stubborn refusal of examiners to agree to such changes" (Loudon, p. 38).
