According to a parliamentary debate this work 'was issued by Admiralty Order to the men's libraries on His Majesty's Fleet in 1906' (Volume 17: debated on Wednesday 15 June 1910).COPC locates copies in the Bodleian, the British Library, with the National Trust and in the National Library of Scotland.
