This book details the results of a committee assembled to investigate irregularities arising from a poorly conducted election in Ward Three, Roxbury. Several participants offer testimony which reveals a careless disregard for procedure by the city and ward officials. It is made clear that many of the common practices which routinely accompany an election were ignored, or carried out in a negligent manner. At times certifiable incompetence was on full display. A record book should have been maintained, but it was not. Formal declarations of the vote were not made. The citizens of Roxbury were deprived of their right to a properly executed election. In lieu of efficient oversight, it was lucky that no legal challenge to the result was raised. Such a lawsuit could have had catastrophic consequences, causing the results of the election to be overturned. The case reveals that voters cannot take for granted that the officials selected to administer elections will apply the level of seriousness it deserves.
