Excerpt from Sixty-Fifth Annual Report of the City Keene: Containing Ordinances and Joint Resolutions Passed by the City Councils, With Reports of the Several Departments for 1938
I recommend the consolidation of the bridges and street depart ment, water works, sewers and drains department and burial grounds department under one head to be known as the Public Works depart ment. There may be objections to my plan, but the idea is a worthy one. It will eliminate overlapping work and expense. Several cities in our state have public works departments which are giving good satisfaction.

This book details the governance of the city of Keene, New Hampshire, in the year 1937 and 1938, and provides a glimpse into daily life via the mayoral address and extensive annual reports from various municipal departments. Following a mayoral address that discusses the challenges and successes of the past year and plans for the coming one, the bulk of the book consists of department reports that outline the duties, challenges, and successes of each. Some notable items include the challenges faced by the fire department in responding to a year of numerous alarms; the struggle to keep taxes low while addressing the needs of the city; and the ways in which the police and welfare departments worked together to address the welfare of the community's most vulnerable residents. The book concludes with a review of the financial status of the city, including a list of all city property with a valuation for each, and the city debt. The rich detail in this book provides an insightful snapshot into the daily concerns of city governance and the lives of citizens in the late 1930s.
