The meeting was attended by local fishermen, oystermen, scientists, and State Geologist Joseph Hyde Pratt, who chaired the discussions. The report of this meeting contains the recommendations of the committee appointed by the Governor, including suggestions for changes to fishing laws, recommendations for fish and shellfish propagation, and the creation of a Fish Commission and a Shellfish Commission to manage and protect the fishing industries of North Carolina.
