Synopsis
This book contains the declaration of the reforms undertaken by the Viceroy of Peru, Don Joseph Antonio Manso de Velasco, to establish and implement the tobacco monopoly in the Viceroyalty of Peru and Chile in the mid-18th century. In order to raise funds for the state, tobacco was to be sold at a fixed price, with the profits made being used to address urgent financial needs and avoid further hardship to the population. This book gives an overview of the economic, political, and social circumstances of the period, and the way in which the tobacco monopoly was implemented in order to reform the administration of the Royal Treasury. It also discusses the challenges that the administration faced in implementing these changes.
