Excerpt from Guarding the Immigration Gates; What Has Been Done, What Is Still to Be Done<br/><br/>Tests made in connection with the draft duringthe war period showed that the physical and men tal standard of the average American citizen had very much lowered; that a not inconsiderable por tion of the population was composed of individuals little better than morons; that an astonishingly high percentage had an average intelligence not superior to that of a child of 11 years of age. In looking about for the cause of this alarming situation, it was found that the type of immigrants admitted during the last quarter century was generally much less desirable for American citizenship than that which had come previously; that millions of these later immigrants had not only not been assimilated, but that great masses of them were apparently unassimilable, for some generations at least; that many who had been accepted as citizens were not only improperly equipped for citizenship, but had sought the privilege only for the advantages con ferred, and with neither desire nor intent to ful fill the obligations thereof in time of stress....
