It consists of two reportsâ"one from the director, Prof. James Watson, and one from the school's trustees. It begins with a brief summary of the school's history and enrollment for the time period covered by the report. It then details changes in staff and student population, as well as health of the students. One highlight of the report focuses on the addition of electric lighting to the building for the feeble minded, an improvement which greatly reduced the risks associated with traditional kerosene lamps. In addition, it reveals that all brooms used in the school were made by one of the blind students; this student was also teaching his craft to other students. The report speaks to the benefits of the Combined Method of deaf education, in which both the manual and oral methods are used. The report also outlines the school's academic program for all three departments (deaf, blind, and feeble minded), as well as programs for physical education, art, and music. The report concludes by advocating for economic measures to support the care of the feeble minded, and by emphasizing the importance of industrial training for students to give them a chance at financial independence.
