Synopsis

This book examines the impact of environmental control regulations on industry and the benefits of those controls for public health and the environment. The author explains how volatile organic compounds (VOCs) emitted largely by industrial facilities contribute to the formation of ozone in the atmosphere and discusses the risks associated with increased ozone levels. These risks include respiratory issues in humans, as well as damage to vegetation and materials. The author details the regulations—known as RACT II—proposed in Illinois to reduce VOC emissions, predicting the regulations would reduce emissions by 12.5% below levels that would occur without implementation. The author finds that the proposed regulations would not be sufficient to bring several Illinois counties out of non-attainment status for ozone levels, due to ozone transported from out-of-state. Despite this, the author concludes that the benefits to public health and the environment from reduced ozone levels outweigh the costs to industry of implementing RACT II.
