Sec. 1. NO order shall be made for the sale of pro perty seized on a foreign attachment, unless the plain tiff, or some person having a knowledge of his de mand, shall make affidavit that it is just, and that the property attached is of a perishable nature, or that from other causes it would be conducive to justice that it should be converted into money.
