Excerpt from Lake Michigan Shore and Open Water Report, 1972
The Lake County Health Department, in 1969, evaluated the combined bacterial data of their own sampling program as well as that of the North Shore Sanitary District and the Illinois Department of Public Health. They then recommended suspension of bathing at the Lake County beaches until the completion of engineering improvements which will prevent the discharge of sewage to the lake. Although certain interim improvements have been completed, the Lake County Health Department has maintained its 1969 recommendations.
Additional guidelines for evaluating the suitability of bathing beaches became effective in May 1972 under the Illinois Department of Public Health rules and regulations (paragraph 4.10a). The regulation requires that water quality shall be evaluated by physical, chemical and bacteriological characteristics.
The individual municipalities and park districts are ultimately responsible for either following the Lake County Health Department recommendations or allowing swimming at their beaches. Most of the local authorities have fol lowed the recommendations and posted either no swimming or swim at your own risk signs. Waukegan initiated a daily bacterial sampling program at its beaches and Opens or closes them based on this information.
