As is the case with all political doctrines, the theory of Arbitration possesses a principle of de ve10pment. It is necessary to take this into account in order properly to estimate the direction in which arbitration is tending, and the possible goal at which it may arrive, unless diverted by modifying influences not immediately apparent. Like the observations of a comet's positions which enable a probable calcula tion of its orbit, we already have in the past and present of arbitration certain fairly ascertained points whence to infer its general future tendency if left to itself.
