The study reveals that two key factors—the ratio of insured acres to insurable acres in established counties and premium income—are sufficient to accurately reproduce the performance estimates made by top FCIC executives. These findings provide valuable insights for developing standards to differentiate between state director positions, potentially resolving previous challenges faced by FCIC in establishing an equitable classification system.
