This book provides a detailed report on a thoroughfare plan study of three North Carolina towns, Valdese, Connelly Springs and Rutherford College. The study was prompted by the towns' desire for adequate planning to meet the transportation needs of the area as land develops and traffic increases. It includes a detailed analysis of the existing roadway system including capacity analysis of the existing system, traffic and transportation patterns and how they related to the town's needs and desires as well as population economy and employment. The author provides information on the environmental concerns taken into consideration during the planning process with particular attention to wetlands, threatened and endangered species and archaeological and historic sites. The study also examines the social demands and economic development that will accompany roadway changes as well as system linkage, legislation related to transportation planning and implementation and funding sources. The study concludes with recommendations for roadway improvements and implementation of the plan to enhance the transportation network of the three towns and improve the quality of life for their residents.
