In the event of air attack the last thing to be desired is to have the populace running around aimlessly, bringing about the clogging of streets and highways by people moving thereon without a definite objective. This must be avoided because hysteria or panic resulting therefrom has the effect of completely breaking down morale, which is the ultimate objective of the enemy in plan ning attack by air on the civilian population; The General Assembly of the Commonwealth of Pennsylvania at its recent special session passed Act No. Lh, known as the Air Raid Precautions Act, which was approved by Governor James on the 13th.day of April, l9h2. This Act empowers the State Council of Defense to adopt and promulgate rules, regulations, and orders for the protection of the people of Pennsylvania during air raids and blackouts.
