En Albigeois, a partir de 1164, leur pouvoir devint purement nominal; le vicomte les remplaça à Albi le sud du pays resta seul dans leur dépendance. Les comtes de Foix de Cornminges ne leur rendaient l'hommage que pour une partie de leurs domaines. A vrai dire, les comtes de Toulouse ne possédaient en propre que le Toulousain, y compris le Lauragais, la Gascogne toulousaine le Querci jusqu'aux confins de la Marche, principauté étendue, pays riche fertile, mais qui ne pouvaient fournir à leur maître ni assez d'argent ni assez de.
