Evan since the establishment of the Patent Office, the honest and ingenious inventor has found it very difficult to obtain that kind of information which Should enable him to take out such a patent as would secure to him the exclusive use of his improve ments according to the provisions of the patent laws. To take out a secure patent, it is absolutely necessary that the applicant shall ascertain, lst, how far the invention is new; and 2dly, how far the rights of the public, and inventors are concerned.
