Inauguratasi la Riforma in Inghilterra ai prin cģpii del secolo XVI, fu stabilita una farmela di giuramento inspirata tutta al rito anglicano; sģ che coloro che appartenevano ad altra confessione religiosa, non potevano aver posto nella Camera dei Comuni. Ma quando una parte del debito del regno unito fu imposta anche all'irlanda, che era rimasta nella fede, cattolica, si sentģ il bisogno di un bill di emancipazione pei cattolici, nel quale si modificava anche la formola del giuramento. Nel 1829 questo bill non era stato votato ancora dai due rami del Parlamento, si che a quel tempo av venne che il grande agitatore irlandese Daniele 0' Connel inviato dal collegio di Clare alla Ga mera dei Comuni, invitato a giurare dichiarasse di volerlo fare secondo la nuova formola. Gli si permise la parola, gli si concesse facoltą di esporre le ragioni che gl'inspiravano quella dichiarazione, ma fu immediatamente dopo invitato ad uscire dall'aula, e il suo collegio fu dichiarato vacante.
