Os molestaré brevísim0's instantes, porque cuan do todos los corazones y todos los espíritus están ansiosos de actos y de actividades, parece como que son más enojosas las prolijidades de la palabra; pero ante la solemnidad de esta sesión, y de los senti mientos que en todos ha despertado la palabra elo cuente del Sr. Presidente del Consejo de Ministros, ¡no puedo menos de levantarme a pronunciar algu nas, en nombre de mis amigos, asociándome en pri mer término a las manifestaciones del Sr. Presidente del Consejo de Ministros, y asociándome también al saludo entusiasta que todos deb *mos enviar a nues tros heroicos ejércitos de mar y tierra, a los valien tes voluntarios que tanto en Cuba como en Filipinas se aprestan a defender nuestra honra y la integridad de nuestro territorio, y a todas aquellas poblaciones que nos prestan la ayuda de su lealtad, de sus es fuerzos, de su sangre y de sus recursos; en una pala 'bra, a todo este pueblo español que con tanta virili dad como_serenidad arrostra, así los sufrimientos lentos de esta guerra que nos viene desgarrando hace tanto tiempo, como los ataques.más agudos y más violentos que nosamenazan' ahora.'por lº que se refiere -á la misnºn del Parlamento en estºs instante,s he de afirmar que la Cºnstitu ción de la Monart1uía sabiamente ha depºsitado en el Poder ejecutivo la gran responsabilidad de hacer la paz y declarar la guerra, no porque entienda que esa responsabilidad es menor-que en otros asimtos que se confían a la deliberación de las Cámaras,, sinº porque comprende que la índºle yla natura leza de aquéllºs es tal, que no permítelas delibera ciones previas.
